Bangor Black Doctor Sees Christian Ethic As Unfair A black doctor from Bangor told an audience here last night that it is time for white America to purge itself of the socalled "Christian ethic," the notion that people merit the good things in life only in relation to the amount of hard work they put in. Speaking at. the observance of Negro History Week at Trinity Episcopal Church, Dr. Stanley Evans, director of surgical and medical services at Bangor State Hospital, said all people should be given the necessities of life regardless of whether or not they are employed and capable of earning their own living. Automation has swelled the welfare rolls with blacks, he observed, and this infuriates white America.

The black man suffers disproportionately because "the black is the last man hired and the first man fired," he said. Dr. Evans said that America would be determined to solve the unemployment problem if the minority was a white group. But white America's solution instead is to "isolate black people;" he charged. He estimated it would cost $20 billion to support persons replaced in their jobs by automation.

City Battles High Water; Snow Clogs Other Areas By United Press International New York City Police called for boats to rescue stranded motorists from flooded ways, heavy snow piled up in upstate New York and New England, and up to four inches of snow caused hazardous driving in parts of the Southeast today as weather continued to plague the nation. The Upper Midwest was so cold even the Detroit Zoo's polar bears didn't like it. The National Weather Service posted heavy snow warnings for a large area from Western Massachusttts and Southern and Western New York south to Virginia.

By early today Binghamton and Albany, N.Y., each reported seven inches of new snow and several other upstate cities had as much as four inches. Travelers warnings were posted as far south as the Gulf Coast states. New York City and Long Island had heavy rains. As much as four feet of water stood in some expressways in the area and police called for small boats to rescue drivers on the Southern State Parkway.
